A 19-year-old man, Usman Joshua, has been arrested by the police in Ado Ekiti for defiling a three-year-old girl. Joshua, who lives in the same building with the girl’s parents, was said to have lured her into his room with biscuit.

Her mother, Wuraola, said she noticed that her daughter was not feeling comfortable when she returned to their apartment by evening. A closer look by her mother showed that the little girl had been defiled. The girl allegedly told her mother that she was playing within the compound when Joshua told her to come and take biscuit.

Wuraola said, “I am the biological mother of Pelumi. On November 3, around 5.05pm, I saw my daughter outside with her pant almost falling off her body. I discovered that someone had poured sperm all over her body. I asked where she was coming from and she said it was one daddy that took her to his room.

Nigeria remains one of the most corrupt nations in the world, according to the latest report by Transparency International.

In the group’s Corruption Perceptions Index 2013, Nigeria ranked 144th, out of 177 nations in the world, scoring 25 points out of a possible 100 points. Nigeria’s corruption performance this year was worse than last year’s, when it scored 27 points. This year, Nigeria shared the podium of infamy with crisis-torn Central African Republic and neighbour, Cameroon.

Denmark and New Zealand are the cleanest countries in the world, sharing the first spot in the index, with scores of 91. Afghanistan, North Korea and strife torn, Somalia are the worst, with scores of 8 points, a woeful performance indeed.

BOKO HARAM INCAPACITATES FIVE MILITARY AIRCRAFT


The Nigerian military said on Monday evening that five of its aircraft were ‘incapacitated’ when suspected Boko Haram members attacked an Airforce base in Maiduguri, the Borno State capital. Soldiers, however, killed 24 of the insurgents in a gun-battle, the defence headquarters said.

Several Boko Haram members, residents said about 500, attacked the Airforce Base, the Maiduguri international airport, and some civilian locations in the early hours of Monday.Scores of civilians were feared killed by the insurgents, although the military kept mum on the civilian casualty.

Stephen Keshi, head coach of the Super Eagles has heaped praise on Kelechi Iheanacho but admits there is little chance of him making the Super Eagles’ 2014 World Cup squad.

50-YR-OLD MAN RAPES 12-YR-OLD GIRL IN OSUN STATE


Osun State in the news again for the wrong reason as a 50-year-old man, Tajudeen Omole, has been arraigned before an Osogbo chief magistrate’s court for allegedly having carnal knowledge of a 12-year-old girl. The accused person was said to have committed the offence on November 27, 2013 at 1, Ikolaba, Osogbo, the capital of OsunState.


It was reliably gathered that the accused went to the house of the victim to ask after her sister who he claimed was his friend. The sister was not in the house and the accused cunningly lured the girl into her room where he allegedly defiled her. It was further gathered that although the girl attempted to scream for help, she was over powered. She, thereafter, reported the case to those she found around the house.

The N2million was given to her to a rent a shop and set up a business so as to resist the temptation of selling along the walkways in future. Oshiomhole and the family of the widow reconciled Monday during a breakfast meeting, where the governor reiterated his earlier apology to the woman following his outburst at her, which he confessed was as a result of anger from the way traders and drivers are frustrating the state government’s efforts to beautify Benin City.

ENYEAMA SET TO BREAK RECORD IN FRANCE


Nigeria and Lille goalkeeper Vincent Enyeama will enter the record books if he can keep a clean sheet for just the first four minutes of his side’s match against Marseille on Tuesday. The Nigeria number one goalkeeper kept his 10th clean sheet in a row for the Ligue 1 side as they stayed second in the table thanks to a 1-0 win over Valenciennes on Saturday.

The 31-year-old has kept a remarkable 13 clean sheets in 15 matches so far this season, and needs only not to concede for the first four minutes of the match against Marseille to break the record of 948 minutes without conceding a goal. Interestingly, that record was set only a year ago, by Paris Saint-Germain keeper Salvatore Sirigu between November 17 2012 and February 8 2013.

But it could now be broken, with Enyeama having not conceded a goal for 945 minutes, since a 2-0 home defeat by Nice on September 15.

But despite the record chase, the player has been modest with his remarks on his current form. “I don’t count the minutes and I don’t let all the counting get into my head. My duty is to see that my team wins the game at stake,” Enyeama said last week after being named player of the month for the French league.

Enyeama was on Arsenal’s radar during the summer and in the early weeks of the season, with Gunners manager Arsene Wenger looking to bring in an understudy for Wojciech Szczesny, although Wenger has since appeared to cool his interest.

ROAD RAGE - HIT AND RUN DRIVER KILLS AND INJURES ONE IN LAGOS



A commercial bus driver, identified as Awe Idowu, killed two persons and injured another in a hit-and-run accident around Igi-Olugbin Road, Bariga area of Lagos State in Lagos on Saturday morning.

Eyewitnesses said it was like a horror movie. Idowu was said to have hit his first victim around Ladi-Lak, Bariga, but he refused to stop. Some commercial buses and motorcycle riders were said to have chased him and while he accelerated to avoid them, he crushed another motorcycle rider, Samson Akinwale, who was carrying a passenger around the Moshalashi Bus Stop. While the passenger had a cut to his cheek, 28-year-old Akinwale was said to have collapsed.

An electrician, Benjamin, who works opposite the scene of the incident, said he heard a loud bang and rushed out to see what had happened. He said, “It was around 11am. I heard a loud bang and rushed out of my shop to see what was happening. I saw that a commercial bus had hit an okada man (motorcyclist). The bus was half filled with passengers, while the okada man had a passenger at the back that had fallen to the ground. I saw that the okada rider was under the bus, blood gushing from his body. People were pouring water on him, to see if he could be revived, but he did not get up.

“The other man he was carrying only had a cut to his cheek. One of the passengers in the bus told me they had been warning the driver against reckless driving, but he didn’t listen to them.” The driver came down from the bus to see the extent of the damage, and on seeing Akinwale half dead, climbed into the vehicle, reversed and sped off again. Another eyewitness, who identified himself as Leke, said, “He drove through Moshalashi Street, and hit another pedestrian, breaking his leg in the process. He did not stop. It was when he got to Olorunkemi/Adifase junction when he was about to take a sharp bend that the bus fell into a ditch.

DEJI OF AKURE, OBA ADESIDA ADEBIYI (63) IS DEAD

The Deji of Akure of Akure, Oba Adebiyi Adesida, the monarch that presides over Akureland, the Ondo State capital is dead.

Details of his passage is still sketchy.

The 63-year-old first class paramount ruler ascended the throne about three years ago after his predecessor was deposed as a result of a street fight with one of the former monarch’s wives.

A highly competent source confirmed the death but said such announcement could only be made after seven days in accordance with tradition.

HOW NYSC STEALS BILLIONS OF NAIRA FROM CORPERS


When some corps members  serving in Nasarawa state turned up for a meeting at the Lafia local government secretariat on Wednesday, June 19, most of them were prepared for a showdown with authorities of the National Youth Service Corps, NYSC.

Shortly after they gathered outside the NYSC zonal office, they had received an annoying notice of yet another mandatory levy which would be deducted from that month’s allowances. The NYSC coordinator in the council area had told the furious corps members that they were required, mandatorily, to contribute yet another part of their allowance to fund the building of an office for the NYSC in the area.

The corps members in Nasarawa were enraged by the notice because earlier in the year, in February, they had been extorted of N500 each for the same project. They are among the over one hundred thousand graduates that struggle through the NYSC scheme annually, with parts of their meagre allowances pilfered by officials of the NYSC, a government body established in 1973, to inculcate the culture of service, volunteerism and national unity into young graduates.

Although the corps was established to manage the welfare of graduates serving the scheme, it has ironically developed micro strategies to plunder corps members or aid other individuals and corporate bodies do same. Usually, most of the pilfering schemes are designed as voluntary contribution, but the actual implementation does not allow free will to choose not to donate. Corps members are threatened and cajoled to pay up. Defaulting corps members are sometimes punished with denial/delay of monthly allowance or extension of service year.

NYSC Foundation Slush fund
The National Youth Service Corps Foundation (NYSC Foundation), a non-governmental organization (NGO) established by ex-corps members in 1998, is one of the most sophisticated schemes used to plunder corps members. The NYSC Foundation said it exists to reduce unemployment by empowering ex-corps members. It has ex-director generals and staff of the NYSC as its board members and directors. The Industrial Energy Company Ltd in association with Industrial and General Insurance Plc, IGI, initiated the formation of the NYSC Foundation.

Since 1998, the foundation has collected hundreds of millions in Naira from corps members, with the help of the NYSC; in a scheme both institutions are not willing to share records with the public. At the end of every service-year cycle, graduating NYSC members are forced to pay a membership fee of at least N500 to join NYSC Foundation. In return, they get a paper ID and a promise to receive a loan for a small or medium enterprise. Defaulters are punished with denial of allowance, and in some cases, extension of service year. But only few members get the loan. The bulk of the money is never accounted for.

On the IDs issued the graduating corps members, the foundation admits that over 100,000 Nigerian graduates pass through the NYSC scheme annually. The foundation virtually extorts at least N50 million annually from its forced new members but has neither a public record of contributors nor annual statement of accounts to members. After more than a decade of existence, the foundation announced its first soft loans to 43 ex-corps members in 2010. The members received amounts up to N250, 000 (total of less than N11 million) to establish personal business like hair salons and recharge card kiosks.

The foundation gave out the loans after receiving at least N600 million from graduating corps members in its first 12 years. Three years later, in 2013, they announced secret loan amounts to 93 members of the foundation. The foundation also claimed it renovates NYSC camps, but refused PREMIUM TIMES’ investigators access to its account records.

“I cannot give you a detailed amount of corps members that have contributed to the NYSC Foundation because it’s a voluntary donation and not a compulsory one,” the spokesperson of the Foundation, Aliyushlate Ise, told PREMIUM TIMES at the foundation’s Abuja office.

Did you see me there?

When confronted  with evidence the payments are usually made compulsory, he asked: “Was I the one that collected money from you? Did you see me there?”

Actually, the NYSC Foundation does not go to the field to collect money. NYSC Foundation is run by top Nigerian business moguls and civil servants. Remi Olowude, the Executive Vice Chairman of multimillion Naira insurance company, IGI, is the founding Chairman of NYSC Foundation. The Foundation maintains a small office at the IGI house in Abuja.

The NYSC does the actual money collection on behalf of the foundation. Corps members are made to pay the money during their final clearance before passing out.  The payment is part of the criteria that must be met by corps members before they are cleared to conclude their service year. Remittances are then made to the foundation by the NYSC.

The NYSC also refused to disclose its monetary transactions with the foundation to PREMIUM TIMES. The corps rebuffed months of repeated enquiries and disregarded our FOI request for information. Critics believe that top officials of the NYSC are among beneficiaries of the loot the foundation earns annually from graduation corps members.

Denials
The NYSC denies it does compel corp members to make mandatory payments to the NYSC foundation. The NYSC foundation also denies forcing members to pay. But accounts from past members of the service indicate the NYSC facilitates the payment of dues to NYSC foundations through coercive measures.

“During my time, I was forced to pay N500 in return for an NYSC Foundation membership card,” Isa Yakubu, who served in Abia state in 2007 said. “We were threatened that our last allowee (allowance) would be seized if we did not comply.”

“I paid during my time,” Idowu Johnson, who served in Bauchi in 2005, said. “It is a small money. When you consider the consequences of not paying, you will just pay and let it go.”
Just like Messrs Yakubu and Johnson, many other exiting corps members, eager to conclude their service year and collect their discharge certificates, promptly obey the directive and make the N500 payment.
Almost all are not bordered about how the money is spent. “Nobody wants to know what they do with the money. All of us just paid so as not to have any trouble,” said Olaitan Abeni who completed her youth service in Abuja in 2013.

The big question
In addition to the grand NYSC Foundation fraud, there are other micro-pilfering schemes developed by officials of the NYSC at the grassroots to extort members of the corps.

Despite their meagre income, corps members are forced by NYSC officials to pay for various sundry charges purportedly meant for funding projects ranging from buying magazines to running local offices, and like in Nasarawa, building offices.

The NYSC is fully funded by the government, and corps members in Nasarawa are not letting the extortions pass. They have petitioned the National Human Rights Commission seeking to stop the NYSC officials.
“The big question is; is it corps members’ responsibility to build NYSC offices in Nigeria? Are corps members supposed to use their monthly stipend to execute NYSC owned project? …who is responsible for building local government NYSC offices in Nigeria?” the protesting corps members asked in their petition to the human rights commission.

Many of the petitioners have, however, concluded their service year while others wait  on the human rights commission to treat the petition.

Nathaniel Ibwari, one of the corps members said that at least 10 percent of his total earning from the NYSC scheme was extorted by officials of the corps before he concluded his service in October.
“I am calling on the authorities concerned to look into this matter and act fast in order to stop this blatant extortion or corruption,” he said.

PDP PLANS IMPEACHMENT OF FIVE REBEL GOVERNORS


The drama rocking the politics of Nigeria has definitely just started as the Peoples Democratic Party is plotting to influence state lawmakers to impeach five governors who defected to the opposition All Progressives Congress last week. Investigations in Abuja on Friday showed that the ruling party would soon set up committees to lobby members of the houses of assembly to impeach the governors.

The governors who defected are Rotimi Amaechi of Rivers State. Rabiu Kwankwaso of Kano; AbdulFatah Ahmed of Kwara; Murtala Nyako of Adamawa and Aliyu Wamako of Sokoto State. However, Niger State Governor, Babangida Aliyu, and his Jigawa State counterpart, Sule Lamido, who are also among the PDP rebel governors, said that they had not left the ruling party. Nevertheless, the two governors have remained vocal about their displeasure with the state of the PDP. It was learnt that the committee in each of the states would work out modalities to get members of the houses of  assembly loyal to the PDP to move against the five governors.

It was also gathered that the impeachment plot, which members of the National Working Committee, had been considering since the governors joined the APC on Tuesday, would be formally adopted at the committee’s emergency meeting on Monday. In addition to lobbying for the removal of the governors, the committees are also to be tasked with the responsibilities of ensuring that the PDP members in the state houses of assembly remain in the party.

RAMSEY IS STILL ON FIRE AS ARSENAL EXTENDS LEAD PLUS OTHER PREMIER LEAGUE RESULTS


Ramsey's return to the stadium where he started his career was always going to be a special one as he was booed by the crowd back then in 2009 and it clearly impeded his performance. After just an hour, he was withdrawn.

On this return home, Ramsey played the full 90 minutes, was man of the match and capped the performance with two excellent goals. The class of his play has been in evidence all season.

The first goal was an outstanding header. Olivier Giroud dropped off the front to begin the move and eventually the ball found its way to Mesut Ozil. He looked up and clipped a perfect pass in to the path of Ramsey’s run and the Welshman responded with a beautifully-placed header into the top corner. The timing of run, pass and header were all perfect.

INEC DECLARES APGA CANDIDATE WILLIE OBIANO WINNER OF ANAMBRA GUBERNATORIAL ELECTIONS

Willie Obiano, candidate of All Progressives Grand Alliance (APGA), has been declared winner of the disputed governorship election in Anambra State according to Independent National Electoral Commission (INEC) of Nigeria.

Professor Chukwuemeka Onukogu, the Resident Commissioner of INEC in Anambra state declared in Awka that Mr. Obiano won the election by polling   180,178 votes in 19 local government areas in the state.

The total votes won by the APGA candidates constitutes 25% of the votes in at least 19 LGAs out of the 21 LGAs in the state.

The election results were declared after the completion of today's supplementary elections which was boycotted by major parties that earlier participated in the first ballot.

Expect lots of legal tussle after this declaration as the 3 main opposition parties had written INEC formally for the cancellation of the polls believed to have rigged by the ruling party APGA.
